Assistance with Discretionary, Mandatory, and Other Funding Applications
As part of our mission to remove financial barriers to skills development, GTLA provides comprehensive funding support to maximise available SETA and external funding opportunities.
Discretionary Grants
GTLA supports organisations throughout the full discretionary grant lifecycle, with a strong focus on unemployed black beneficiaries and designated groups.
Services include:
- Identification of suitable funding windows and SETAs
- Proposal development, submission, and compliance management
- Implementation monitoring and reporting
Typical payment structures:
- Full Qualifications:
- 30% on registration;
- 30% at 50% completion; 30% on completion;
- 10% retention/absorption bonus –
- Skills Programmes:
- 50% on enrolment;
- 50% on completion
Mandatory Grants
GTLA supports annual Workplace Skills Plan (WSP) and Annual Training Report (ATR) submissions (due 30 April), enabling organisations to recover mandatory grant contributions and plan compliant training interventions.
Supported interventions include:
- Employed and unemployed learnerships
- Skills programmes (including compliance training) – Internships, bursaries, and apprenticeships
Payment structures mirror discretionary grants, with advance payments made to the client and reconciliation upon delivery.
General Funding Support
GTLA further strengthens funding success through:
- SETA alignment based on organisational operations
- Development of detailed, funder-ready proposals (deliverables, timelines, unit costs, and resources)
- Compliance documentation management (tax clearance, banking details, company registration, B-BBEE certificate, declarations)
- Continuous monitoring of funding announcements, approvals, and payment tranches
